As regards X and Y of Mr. Butters' minute, Mr. Mayle's plan is designed to represent a contribution towards post-war restoration in the large, as an alternative to paying war damage compensation in individual cases where post-war experience has rendered it in many cases superfluous. As regards Y in particular, this is also somewhat of a red herring for our immediate purposes, as the proposal is that we should not, as the Governor recommended, accept specific liability for the items in the list below (13) (in which requisitioned vehicles and requisitioned food figure at C and F respectively), but leave the liability and the argument about it to the Hong Kong Government, making instead a block grant to the Hong Kong Government.

I am therefore inclined to let Mr. Mayle's proposals go to the Treasury as they stand. They are already substantially within their knowledge as a result of (13). The weak point is the proposal that a grant of £250,000 should be made towards the rehabilitation of the University, since there is not at present any suggestion of rehabilitating it on a wider basis than pre-war, such as last year we were pressing as justification for a more substantial grant from .M.G..

We may find that the Treasury will not accept this item in any case, but it is a comparatively small one.
